BRIEF: A new bill titled "Animal Rights and Ecological Terrorism" has been proposed by Republican Representative Ray Allen from Dallas.

The bill makes taking photos or videos of a facility or employees a felony.

According to political researcher Chip Berlet: "labeling of a group as violent, terrorist or pro-communist is often a first step toward the delegitamitizing of that group"

The word "Terrorist" appears six times in the new bill.

If passed, the bill would create an Internet site with names, addresses and photos of persons who have been charged as "terrorists"

A similar bill was passed in Utah in 2001. It has since been declared unconstitutional.
