BRIEF: For the first time in its existence, a key building standards panel in the Woodlands will be controlled by residents instead of the area's major development company. On Wednesday, the Woodlands Community Association spurned efforts by The Woodlands Operating Company to delay a power shift on the Development Standards Committee. Residents are expected to win a 4-3 majority on a board the company had controlled since its creation in 1972. Resident control of the DSC would likely result in a change in how the board treats variances to development standards already set in The Woodlands Community Association portion of The Woodlands.
